Mr. Contreras has more than 25 years of experience in the energy sector in the areas of regulation, strategic planning, environmental management, advice and training in industrial safety, environmental protection and in Integrated Management Systems. He was directly involved in the creation of both the Federal Attorney’s Office for Environmental Protection (PROFEPA) and the National Agency for Industrial Safety and Environmental Protection of the Hydrocarbons Sector (ASEA). As Director General for Integral Operation Management of ASEA, Mr. Contreras was in charge of authorizing companies in matters of management systems in industrial safety, operational and environmental protection, financial mechanisms, emergency attention protocols and changing of forestry land use; as well as authorizing Independent Third Parties for supervision, inspection and verification activities; including evaluations, technical investigations and audits. Additionally, Mr. Contreras has participated in the instrumentation of the standards and guidelines published for the entire value chain of the hydrocarbons sector. In the private sector, Mr. Contreras has successfully implemented comprehensive management systems; in addition to preparing environmental impact statements, preventive reports and social impact assessments, among others.
Rafael Contreras has a specialization in Energy and Environmental Policy and Management from FLACSO, certifications in the Standards of Competence for External Audits of the Operation and Performance of Management Systems, and in Evaluation of Competencies and as a leading auditor in management systems. He is currently pursuing a master's degree in Energy and Environmental Policy and Management from FLACSO. He has a degree in Hydrobiology from the Metropolitan Autonomous University.
